The purpose of this study was to establish the assessment criteria of Professional Development Elementary School. With the criteria as the main axis, the research assesses current status of an experimental primary school, explores its action towards professional development schools, and submits the conclusions and suggestions. First, the researcher conducts two rounds of the Delphi technique survey, completed “Rubrics of Professional Development Elementary School". Then with the rubrics as framework, researcher prepares the interview outline and interviews with nine teachers of some experimental elementary schools. Afterwards, researcher collects related information of school cases, combines and analyzes document and interview data, and submits the conclusions and recommendations of this study. Conclusions from this study are as follows: (1) "Rubrics of Professional Development Elementary School" consist of 4 levels “structural resources”, "learning communities group", "collaboration” and "performance accountability" and totally 20 items. (2) Present current status for teachers' professional needs and transformation towards a learning organization of an experimental elementary school. (3) Actions of an experimental elementary school towards professional development schools are implementation teachers' professional development system, kick-off of teachers' professional learning community and collaboration, and innovation of mentor system. (4) Recommendations to professional development school are: development of practical and executable plan, expansion of professional learning community, establishment of collaborative relationship with university and make good use of its resource, linkage with teacher’s professional evaluation system to enhance teachers' professional knowledge, and with teacher’s profession as main axis to plan education complementary measures.
