A sound mechanism of levying management fees at domestic science parks is a very important issue for future development of the science parks because it determines income of science parks and governs a sustainable self-liquidation of science park operation fund in Taiwan. Function of science park operation fund is to cope with the investment expenditure of science parks in diversified expenses, e.g. science park expansion and construction, administrative services, public facilities maintenance, security enhancement, and environmental protection related expenses. Levying the management fee is based on user-pays principle and the fee determines the main income source for domestic science parks. This study aims at investigating properties of the operation fund, current obstacles and challenges of management fee levying, and relevant crux of existent mechanism via case-analysis approaches. As business operation model and investment environment changes significantly in recent years, different views raised by staff of the Science Park Bureau and science park companies force the management fee levying mechanism to make feasible adjustment. Besides upholding the user-pays principle, management fee collection should be done in a fair and reasonable way. For this concern, this study focuses on reviewing and adjusting current levying mechanism with proposed suggestions and calculations, which include the following seven charge parameters for public resource uses, namely 1. turnover of tenant companies resulted from benefiting the business-chain and cluster effect at science parks; 2. uses of science park public properties ; 3. land area use of factory buildings; 4. water consumption; 5. energy used for the production; 6. employees hired; and 7. waste created in the process of production. Factors of levying the management fee causing controversial issues are expected to be minimized as the mentioned parameters are taken into the set model in this study, which concluded an appropriate and feasible way of fee collection. Modification of the levying mechanism also enables a better resource distribution and uses, ensuring a sustainable operation of the science park operation fund in a long term prospect, which is very crucial to domestic high-tech industry development and accordingly enhances production efficiency and strength of science park companies.
