本論文以雲林靠海村落為研究對象，透過人、水與魚三者所共舞出的關係，理解地方生活與生計產業如何受到自然條件、物種特性、市場，乃至國家治理政策的影響，以捕捉台灣當代地方社會的生活樣貌。本文先自一個因「水」發生環境變遷的雲林靠海村落切入，以國家治理政策為背景，說明地方發生環境變遷的歷史脈絡，再透過靠海村落人們如何因應驟變的環境，轉變原本賴以為生的農業生產，而開始養「魚」。並指出魚的物種特性深刻地影響了人們所發展出相對應的漁業養殖與相關行動策略。在這個人、水與魚的關係中，本文也同時關注了國家政策在靠海村落的執行與靠海村落向國家爭取所需資源的行動，以靠海村落的民族誌資料，指出當代台灣國家與地方間的關係，乃是在一連串不斷互動的過程中共構而成。

Through ethnographic study of human, water and fish, this research aims to understand local society in Seashore (靠海) Village, Yunlin, Taiwan. The story begins with a series of seawater intrusions in the 1970s and the state’s failed attempt to deal with water shortage. After these disasters, people in Seashore Village lost their farmland and were in heavy debt. Some gave up their land and left the village. Some remained.. Those who stayed dug their land and turned it into fisheries, using seawater to raise fish. By doing so, they overcame the difficulty and became aquaculture fishermen. Through examining how people faced ecological change and built a new economic life, this study presents local society in contemporary Taiwan as a dynamic existence resulting from the interaction between local actors, ecology, and the state.
