在創新策略這個社會科學領域上,許多理論不斷被社會現象所驗證並做出持續歸納。時至今日,由學者Shih-Chang Hung 與Whittington(2011)所提出的Framing, Aggregating, Networking(F.A.N)創新策略理論,不斷為人所談論,三大層面都是策略領域非常重要的環節。本研究特別著重在構框的領域做探討。
構框的方式有很多,包括邏輯論證、問題建構、議題設定、前瞻、技術藍圖、情境規劃、比喻、說故事、身體語言,這些工具在概念的分析上有其獨特性,但在實務的應用上又有其彼此的相關性(洪世章、曾詠青,2013)。
本研究將透過個案的探討,希望瞭解如何利用構框中其中一項策略工具-技術藍圖,去說服所有相關利害關係人,如何創造對話,提供方向,並引導行動,一步一步的改變,進而達成最後的目標。有別於以往規劃與預估的功能,研究內容特別專注在其做為改變用途上的策略工具時,其功能與形式的表現。
