本研究藉由探討全國科學技術會議先期籌備會議的參與者如何運用構框策略來籌備全國科學技術會議,並作為未來科技政策的參考(framing policy)。現今國家政策能否推行成功,仰賴前瞻是否為此政策帶來經濟與社會上的正面影響,前瞻的宗旨為系統地探究科學、技術、經濟與社會長期未來發展的過程,其目的是找出可能產生最大經濟與社會利益的科技領域,透過構框理論建立一套詮釋外在世界的架構過程,並納入策略與組織的考量,深入探討前瞻背後所帶來的意涵以及影響。此研究採用個案分析法,透過第九次全國科學技術會議之籌備過程舉辦的規劃會議、工作會議、院士和部會首長之記錄,了解前瞻執行內容以及執行效果,反饋未來前瞻的施行目標與方法。透過此會議記錄與訪談所獲得的初級資料,並參考相關之文獻與次級資料後,加以歸納分析並進一步嘗試建立一個新的科技政策之前瞻規劃。
This study draws on the framing strategy to identify how the actors engage with organizational level of the political strategy making process. The country policy can success is depends on whether foresight can bring positive effect on economy and society. The aim of foresight is to explore the process of long-term future development on science, technology, economy and society systematically; besides, the purpose of foresight is to find out the technology field where is most possible to produce greatest economic and social benefits. Through framing theory to build a set of process to express external framing and take the strategy and organization into account, then discuss the meaning and effect which foresight brings. This research adopts case study, and through case can understand foresight content and effect on each country also can have ideal feedback to future. This plan serve as a basis for formulating scientific and technological research and development. With the participation of scholars, industry experts, and the representatives from government agencies, we evaluated how those actors framing theory for the discussion at the National Science and Technology Conference.
