"At the 17th Executive Yuan Technology Committee meeting, there was a recommendation to prioritize digital transformation for small and medium-sized enterprises (SMEs) to help them adapt to emerging technological changes. Since the global outbreak of COVID-19 in 2020, national-level policies supporting SMEs' digital development have been crucial. Faced with rapid technological advancements and market shifts, government departments have invested heavily in initiatives to accelerate digitalization among domestic enterprises, enhancing their digital capabilities and industrial competitiveness.
In 2023, Taiwan's economic growth showed a mixed pattern, with strong domestic demand reflecting post-pandemic recovery. Notably, private consumption grew by 5.07% in real terms, contributing 2.39% to overall economic growth, based on fourth-quarter data from the Department of Accounting and Statistics. The momentum in the domestic market was largely driven by the expansive small-scale service industry. Over the past three years, many enterprises have been compelled by the pandemic to digitize, leading to the adoption of diverse and innovative marketing strategies and business models. Besides implementing digital tools and solutions, the 'digital mindset' of business operators has been crucial in integrating digital intelligence and enhancing business value.
This study uses in-depth interviews to examine small-scale non-manufacturing enterprises that have used policy-driven digital resources and those that have not. Structured in a time-series design, the interviews explore 'digital experiences,' 'current digital status,' and 'digital outlook.' The research investigates how business leaders perceive their engagement with digital policies, their understanding of digital development, and their existing needs and gaps. From a user perspective, it assesses the positive impacts of digital policies on enterprise development, providing practical insights and experiences to guide future digital policy planning by relevant government entities." |
