自2020年起Covid-19疫情爆發後，臺灣實施了嚴格的入境管制和檢疫措施，這些檢疫措施在過去兩年多的時間裡成功地控制了疫情的擴散，減少了本土病例的數量，讓臺灣的經濟、社會活動能夠相對正常地運作。然而，這些措施除了限制了人身自由外也耗費大量經費。本文嘗試探究新冠疫情期間我國防疫政策的演進，並透過成本效益分析方法計算集中檢疫所及防疫旅館間的成本及效益，作為後疫政府政策的參考準據。本研究以2021年1月至2022年6月集中檢疫所及防疫旅館的各項成本分析何種防疫措施更符合經濟效益。其中人事成本包括警察、醫生、護理師及後勤清潔人員，並將集中檢疫所修建成本及防疫旅館機會成本納入考量。除此之外，為防止隔離者生命、身體之危害，將火災及各類突發狀況作為分析項目之一。比較上述各類狀況後，得出檢疫所的隔離方式較為經濟且能有效達成防疫目的。最後，漫長的隔離期間勢必衍伸諸多問題，如隔離者心理健康、經濟蕭條等等。同時，隔離政策系為拘束人身自由的手段之一，如何在防疫與人權之間達成平衡，也是本研究所要探討的議題。

Since the outbreak of Covid-19 in 2020, Taiwan has implemented strict entry control and quarantine measures, which have successfully controlled the spread of the epidemic over the past two years. However, in addition to restricting personal freedom, these measures also cost a lot of money. This article attempts to explore the evolution of Taiwan’s epidemic prevention policy during the Covid-19, and calculates the cost and benefits of centralized quarantine stations and epidemic prevention hotels through cost-benefit analysis methods, as a reference for post-epidemic government policies. This study uses the various costs of quarantine center and quarantine hotels from January 2021 to June 2022 to analyze which prevention measures are more economically beneficial. The personnel costs include the police, doctors, nurses and logistics cleaning staff, and the construction cost of the centralized quarantine station and the opportunity cost of the epidemic prevention hotel are taken into consideration. In addition, in order to prevent the life and body harm of the quarantined people, fire and various emergencies are considered as one of the analysis items. After comparing the various situations above, it is concluded that the isolation method of the quarantine station is more economical and can effectively achieve the purpose of epidemic prevention. Finally, the long quarantine period will cause many problems, such as the mental health of the quarantined, economic depression and so on. At the same time, the isolation policy is one of the means to restrict personal freedom. How to strike a balance between epidemic prevention and human rights is also a topic to be discussed in this research.
