This study aims to deepen the understanding of the obstacles to Haiti’s industrialization and extend the literature by proposing a framework to achieve industrial growth in Haiti. Specifically, it uses a qualitative method to investigate government intervention as it relates to policy capability building, technological capabilities, FDI and infrastructures, and SME promotion. This study shows how ineffective policies or the lack thereof impact Haiti's industry growth, FDI inflows, and SME development. Similarly, it explains how a policy reform for capability building and a structural change can increase the country’s competitiveness and attractiveness to FDI. It also explains how SME promotion can impact technological advancement, export, and employment to create long-term and sustainable industry growth. A total of six semi-structured interviews were conducted with high-ranking state officials and influential leaders from the private sector to ascertain the current conditions of the industry and the underlying cause, as well as the challenges faced by SMEs. Additionally, we used data from the World Bank, the United Nations Industrial Development Organization (UNIDO), and the Organization of Economic Co-operation and Development (OECD). Responses were analyzed to find the missing link between policies and industry growth. The findings suggest that the main barrier to Haiti’s industrialization lies in the internal structure of the state.
