自1972年人類環境大會宣言提出的斯德哥爾摩宣言提出之後,隨著世界各國都市化的趨勢,且人口、生產與消費活動多集中在都市地區,因此永續及環境規劃的議題已成為全球的浪潮,而根據聯合國於2015年訂定之永續發展目標(Sustainable Development Goals,簡稱SDGs)SDG11「建構具包容、安全、韌性及永續特質的城市與鄉村」,永續發展的概念也由最初的全球性逐步轉為地方性的層次,且永續性都市已成為地方在因應全球永續發展與全球環境變遷時,制定都市發展策略的最終目標(蔡美戀,2003)。
對於人口激增的都市化現象,密集的製造、生產、消費的行為模式促使環境破壞的現象日益嚴重,使得居住品質惡化,如何在考量環境與經濟發展的同時,保有住戶的空間需求與居住品質便成為區域永續發展的一個課題,使環境治理落實在地方時需扣合地方發展之急迫性。現今某些地方政府選擇性地導入某些永續策略與實作於都市治理中,以兼顧當地社會、經濟發展與環境保護目標間之衝突與兩難性,實際上是透過永續性之創造來達到生產與積累目的(邱啟新,2017)。
為促進土地之合理利用及維護計畫區內之生活環境品質,本研究利用MARXAN系統化地分析新竹市內的都市的土地利用形式、空間發展型態及環境敏感度,並根據各計劃單位提供之價值所集合的成本以及未達到保護要求的罰款等方法,篩選出未來適合變更之土地,以利未來土地使用分區管制利用。
Since the Stockholm Declaration proposed by the Declaration of the Human Environment Conference in 1972, with the trend of urbanization in all countries in the world, and the population, production, and consumption activities are mostly concentrated in urban areas, the issue of sustainability and environmental planning has become a global wave. According to the Sustainable Development Goals (SDGs) SDG11 set by the United Nations in 2015 to “build cities and villages that are inclusive, safe, resilient and sustainable”, the concept of sustainable development has also evolved from the initial global It has gradually shifted to a local level, and sustainable cities have become the ultimate goal of local development strategies in response to global sustainable development and global environmental changes (Cai Meilian, 2003).
For the phenomenon of urbanization with a surge in population, the intensive manufacturing, production, and consumption behavior patterns have led to increasingly serious environmental damage, resulting in the deterioration of living quality. It has become a topic of regional sustainable development, and the implementation of environmental governance at the local level needs to be in line with the urgency of local development. Today, some local governments selectively introduce certain sustainable strategies and implement them into urban governance to take into account the conflicts and dilemmas between local social, economic development, and environmental protection goals. In fact, it is through the creation of sustainability. To achieve the purpose of production and accumulation.
In order to promote the rational use of land and maintain the quality of the living environment in the planned area, this research uses Marxan to systematically analyze the urban land use forms, spatial development patterns, and environmental sensitivity in Hsinchu City, and provide information according to the planning units. The cost of collecting the value of the land and the fines for failing to meet the protection requirements are used to screen out the land suitable for change in the future, so as to facilitate future land use zoning control and utilization.
