  根據競選傳播研究者Trent&Friedenberg(2008)指出,在政治選舉過程中,競選活動核心為傳播,透過傳播能將候選人與選民相互連結,且競選活動藉由傳播開始,本研究以此競選傳播策略為主要研究架構,探討新竹市長林智堅在2018年競選連任期間,於競選傳播策略的規劃與分析。本研究進行個案分析,以參與觀察法與深度訪談法,訪問候選人本人與其競選幕僚,和地方資深媒體記者,探討林智堅競選團隊在於距離投票日的黃金3個月內,如何規劃選舉議題的設定,與透過媒體傳播,進而吸引選民支持,與執行選務與選戰策略的因應改變。

  林智堅競選團隊在競選期間,競選主軸與口號為「明日新竹」,盼能將過去四年所投注的建設、市政資源皆能延續外,也擘劃城市的未來提出政見「2050城市願景」,將新竹市的規劃放遠未來。而在新竹市人口近年來,年輕族群比例增加,選民結構改變且為理性選民,因此,林智堅競選團隊主要競選策略,提出實質政績與未來願景計畫,全力吸引中間選民支持,為主要競選策略之一。

  研究分析指出,林智堅幕僚團隊對於競選期間,選戰議題操作上,可以發現以四面向的策略為主,分別是活動策略、政見策略、危機處理策略、選務策略,除傳統媒體外,也透過新媒體(臉書、官方網站)進行傳播,成功達到宣傳效益。研究發現,競選團隊對於選戰議題的設定與策略,確實會帶動媒體的報導與傳播,在媒體的傳播下會拉抬當時選戰聲勢,對於贏得選舉也為重要因素。為尋求選民支持,候選人需明確闡述競選主訴,也打造候選人正面形象外,在選舉中最擔憂為不實謠言與抹黑,對此危機處理透過競選傳播媒介,立即澄清,降低被惡意攻擊的影響,進而扭轉媒體言論,搶回媒體的主導性。
  According to campaign communication researcher Trent & Friedenberg (2008), in the process of political elections, the core of election activities is communication. Through communication, candidates and voters can be connected to each other, and election activities start by communication. This study uses the campaign communication strategy as The main research framework is to explore the planning and analysis of the campaign communication strategy of Hsinchu Mayor Lin Chih-Chien during the 2018 re-election campaign. This study conducts a case analysis to interview the candidates themselves, their campaign staff, and local senior media reporters through the method of participation and observation and in-depth interviews to discuss in depth how Lin Chih-Chien campaign team plans election issues within the golden 3 months from the polling day The setting of and the dissemination through the media in order to attract the support of voters, and the corresponding changes in the implementation of election affairs and election strategies.

  During the campaign, Lin Chih-Chien campaign team’s main campaign and slogan was "Hsinchu Tomorrow", hoping to continue the construction and municipal resources invested in the past four years, and also plan the future of the city and put forward a political opinion "2050 City Vision". The planning of Hsinchu City looks into the future. In Hsinchu City’s population in recent years, the proportion of young ethnic groups has increased, and the voter structure has changed and they are rational voters. Therefore, the main campaign strategy of Lin Chih-Chien campaign team is to propose substantive achievements and future vision plans to attract the support of intermediate voters as one of the main campaign strategies.

  The research analysis pointed out that the Mayor Lin Chih-Chien team of staff can be summarized into four major aspects in the operation of election issues during the election period. They are campaign strategy, political opinion release strategy, crisis management strategy, and election strategy. In addition to traditional media, it also adopts new strategies. The media (Facebook, official website) carried out dissemination and successfully achieved publicity benefits. Research has found that the campaign team’s setting and strategy for election issues will indeed drive media coverage and dissemination. The media’s dissemination also boosted the momentum of the election campaign at that time, which is also an important factor in winning the election. In order to seek support from voters, candidates need to clearly state the main complaint of the campaign and create a positive image of the candidate. The most worried about the election during the election is false rumors and slander. The crisis is handled through the campaign media and immediately clarified to reduce malicious attacks. Influence, and then reverse media speech and regain the dominance of the media.
