隨著科技的進步、人口的增長和環境的破壞,如何永續發展成為很重要的議題。艾倫麥克阿瑟基金會提出循環經濟是達到永續的一個方法,透過資源間的封閉循環可以減少浪費與環境污染。而過去在產業關聯的應用,都是透過既有的產業結構去分析產業間的關係與影響力。而在我們的研究中則是透過所建立的非線性規劃模型,提供新的產業結構以確保食物、能源和水產業的供需平衡和提升整體經濟,並做為政府決策的參考。透過不同的情境衡量整體產業與個別產業的附加價值,在發展再生能源的目標下,以成長率和成長量作為指標,建立能提升整體經濟的產業結構。結果顯示,我們提供的新產業結構,不只可以平衡食物、能源和水產業的供需循環,同時也能在致力於再生能源產業的開發下大幅提升整體經濟。
Although considerable progress has been achieved in science and technology and living standards have improved, the accompanying environmental destruction and scarcity of resources are causes of concern. Therefore, sustainable development is crucial. The Ellen MacArthur Foundation has proposed that the circular economy is a promising approach to achieve sustainability. Through resource recycling and reuse, wastage and mitigate environmental pollution can be reduced. In the past, the application of industry associations was to use the existing industry structure to analyze the relationship and influence between industries. However, if a circular economy is to be implemented as a development policy, re-evaluation of the industry structure is necessary. Since food, energy and water are the required living resources, their importance has drawn us to focus on their linkage so that any waste from them won’t be occurred. Therefore, in our research, a nonlinear programming model was established to provide a novel industry structure and considered the growth rate and the amount of growth as a control index to measure the overall added value and individual added value of industries. The results revealed that the proposed industry structure can not only achieve a closed-loop FEW nexus to avoid wastage but also considerably promote the economy. Therefore, the results of this study may provide governments a reference for policy-making. A case of Taiwan economy was adopted for illustration.
