本文旨在探討2019年底至2020年初，全球爆發嚴重特殊傳染性肺炎(COVID-19)疫情肆虐，面對接踵而來的肺炎病毒危機，各國政府陸續提出應對政策，而國內從初期的境外管制、公共場所全面消毒、受隔離檢疫對象掌握、疫情調查、防疫物資口罩產線之徵用、限制出口、購買採用實名制度等，至中期規範社交距離、室內及室外集會人數、關閉公共場所等，到疫情逐漸趨於穩定，期間警察究竟扮演了什麼角色?執行哪些工作項目? 本文將以危機處理相關學說為基礎，以新竹市警察局為例，應證面對疫情的爆發時，啟動各項因應危機處理應變機制，協助政府推動與執行防疫政策，並提出成效與建議。
