摘要
企業間超越同業或供應鏈之間的牽絆，以推動新價值鏈為共同目標，透過源於產業群聚基礎的企業群重新交互組合並聚焦形成特定產業生態系，在近年逐漸被重視並成為促進地方經濟力的重要推動方向。但在實務推動上，地方特色產業仍面臨異業結合困難與可供參考發展模式缺乏的窘境。本論文以循環經濟理論為基礎，於屏東內埔地區導入生質物循環周邊產業進行實務個案建置。並解析由組織建立、運作與形成效益的過程，提供區域產業跨領域合作由組織目標、基石者調整、產銷平台化溝通、共同需求技術導入以及產業六級化精神等參考原則。
個案企業群透過價值主張及商業模式等研究工具進行目標建構，並聚焦以『你的天然廢料，我的加值材料，消費者的健康好料』為跨領域企業間合作的核心精神，經實務運作後發現依市場需求適時調整生態系基石者 (keystone) 企業是重要的過程，與利基者 (niche player) 企業共同搭配支援者(supporter)提供的跨域共通技術，則成為提升競爭力的重要基礎。利基者企業間扮演生產所需技術協力或設備支援，也能加速生態鏈間的分工合作(B2B合作範圍擴增)。在區域循環經濟生態系產業鏈合作上，原料的材料化在地循環是生態系能持續運作的重要原則，也是成本考量下提高競爭力的必要作法。個案實際運作中，證實了中小型利基者企業在基石者企業提供的共通資源下，成為帶動生態系獲利的主要群體，也能間接造就區域型產業就業人力增加的地方創生效益。
本研究以個案為例提出的產業生態系核心三力(創新、生產、融合)發展對應作為與網絡互動地圖，以及產業生態系階段發展期之溝通聚焦重點。前述產出具備產業生態系統於實務運作上的參考價值，並期成為未來持續研究解析之方向。

Abstract
The re-interaction of enterprise groups derived from industrial clustering and focusing on the formation of specific industrial ecosystems has been valued and become an important direction to promoting local economic in recent years. However, local characteristic industries still face the dilemma of combining different industries and the reference development model. This thesis, which is based on the theory of circular economy, provides principles for the establishment, operation and benefit formation by the organization. The focusing method of regional industry cross-domain cooperation by organizational goals, keystone adjustments, production and marketing platform communication, common demand technology are provided.
In the analysis of the case, the enterprise group uses tools such as value proposition and business model to build goals. According to market demand, it is an important process to adjust the keystone enterprises of the ecosystem in time. The cross-domain common technology provided by the supporter and general technical cooperation provided by niche players become an important foundation for enhancing competitiveness. At the same time, technical cooperation or equipment support required for production among niche companies can also accelerate the division of labor between the industrial chain (B2B; expanding the scope of cooperation).
In the industrial chain cooperation of the regional circular economy ecosystem, the materialization of local raw materials is an important principle for the sustainable operation of the ecosystem, and it is also a necessary method to improve competitiveness under cost considerations. In actual operation, it has been confirmed that under the resources provided by key enterprises, small and medium-sized niche enterprises have become the main group driving the profitability of the ecosystem. It can also indirectly create opportunities for regional industries to increase employment.
Finally, the case provides three core advantages of the industrial ecosystem in actual operation (innovation, production, integration), and the interaction diagram of the ecosystem, and the focus of communication.
