Due to the separation between Taiwan Island and outlying islands, the transportation and supplies are not as easy as they are in the Taiwan Island-Kinmen relies heavily on navy to deliver important military equipment and materials periodically to maintain daily necessities. Under this mission, there are two indispensable ways. One is navy vessels; the other is transport force which is responsible for unloading, army and vehicles dispatch, and the transportation safety of military goods. Furthermore, considering navy (LST) is too old, the performance may not afford the mission of transportation and supplies. Also, there are some navigation safety issues during bad weather condition. Owing to the adjustment of organization and streamlining the human resource, troops are understaffed now. All of them will affect the working efficiency. This thesis is from the perspective of a transportation officer; and tries to collect relevant information related to navy (LST) and civil ships. This study applys the assessment of the possibilities to four main factors, troops and vessels dispatch, the risk of operating safety, and the efficiency of transportation and supplies. Fulfilling the safety of transportation and supplies, having a detailed project, doing risk management, enacting some alternatives and contract regulations, and providing relevant suggestions are necessary to finish the task of aiding the front. |
