2016年6月15日中華民國蔡英文總統通過新南向政策。有鑑於全球供應鏈重整，台灣面臨產業與經濟的調整與挑戰，而鄰近的東協國家內需市場龐大且具有相當的人口紅利與足夠的成長的潛力，也成為目前全球投資人高度關注與投入的區域。也因此加強台灣與東協國家的連結，也成為了政府未來施政的重要方向。
而越南，這個台商布局很早的國家，也是東協最多台商的聚集地，也就受到了矚目。越南具有人口紅利，與強大的內需市場。加上近年來中美貿易持續開打，越南成為了替代中國，生產基地移轉的國家。自從1986年，越南實行改革開放政策，各項法令、與政策的開放，更積極簽定自由貿易協定。使得外資積極投資越南。也就使得越南經濟成長率節節攀升。
而台灣錢淹腳目，形容的是五、六十年代的台灣，當時大量設立加工出口區，外資不斷湧入，也就造就了許多創業家崛起，創造了台灣的經濟奇蹟。而這樣的經濟現象就如同近年來的越南。
而台灣經濟停滯。近年來，台灣人才外流，從早期的西進，南向也逐漸成為顯學。而在越南經濟起飛，在當地就有許多前往越南創立事業的台灣人，而越南具有什麼樣的潛力與立基點吸引這些台灣人過去?他們創業這段歷程又有怎樣的故事與經驗可以提供建議與參考? 本研究將以開創觀點。紀錄這些在越南創立事業的台灣創業家的所見所聞。探討他們創業這個過程中的人生故事與經驗。

On June 15, 2016, President of the Republic of China Tsai Ing-Wen adopted a New Southbound Policy. Since the supply chain globally is under restructuring, Taiwan faces industrial and economic adjustments and challenges, and the neighboring ASEAN countries have large domestic demand markets and demographic dividends considerably sufficient growth potential. ASEAN became the investment focus of global investors. Therefore, strengthening the links between Taiwan and the ASEAN countries have also become an important direction for future government administration.
Since 1986, Vietnam has implemented various policies and regulations to reform and open its market to foreign investors. As a result, Vietnam’s economic growth has risen steadily, similar to Taiwan’s economic growth in the 1950s and 1960s. Attracted by Vietnam’s high demographic dividend and market demand, Taiwanese businesspeople were among the early investors in Vietnam.
Surprisingly, some young Taiwanese people has gone to Vietnam and set up a business there due to Taiwan’s stagnant economy in recent years. This research is set to explore the life stories and experiences of their entrepreneurial journey in Vietnam.
