制度是影響經濟成就的重要因素，因此制度的好壞相當重要。交易成本的高低，是使制度以正面或負面的方式，廣泛影響經濟成就的原因。因此如果能夠有衡量或觀察制度被後交易成本的指標或方法，就能夠捕捉到有關制度的品質的資訊。
政府採購法做為一個影響相當大比例國家預算的法律，是ㄧ個非常值得討論的制度。透過政府採購法的立法，確保了國際經貿的開放性。另ㄧ方面，也提升政府採購的效率。然而政府採購法實施後，繁雜的採購程序使得政府機關和廠商必須付出相當大的交易成本。歷經五次修法，也沒有解決效率問題。
本論文透過公開資訊觀察並分析政府採購從95年到107年的一些具指標性質的資料。政府採購案件數以及金額都逐年成長，然而，採購案件的流標率卻一直提升。另ㄧ方面，季資料則顯示，每年第四季的採購公告數目為一年中最多，本論文推測其與年度預算的預算執行率相掛勾。第一季的流標比例為最低，則顯示了年度預算審查與通過時間的相關性。

An institution could enormously affect the economic performance. Therefore, the quality of the institution is very important. The institution affects the economic performance through its effects on transaction cost. In this research, I will try to develop an approach to observe the quality of a specific institution.
Government procurement law is an ideal target for the purpose of this essay. Firstly, Government procurement poses a significant share of national budget in Taiwan in 2018. Secondly, Government procurement law has already showed a lot of evidences of being a case of “path dependence.”
By analyzing the data from past decades, we can see the growth of total values and amounts of Government procurement. Meanwhile, we can also observe that the proportion of awards of bids is declining year by year. It means that five times of amending of the law did not positively enhance the efficiency of the Government procurement. I also present the seasonal circulation of the change in proportions of awards of bids. It might imply the relationship between the proportion of awards of bids and the performance of budget execution.
