摘要
本研究以競爭策略、創新定位及經營戰略之相關文獻，並加上產業演化過程與現況，構成封裝測試產業競爭策略的模式。2000年開始，短短數十年間，全球經濟開始重大的轉變，半導體產業由美日強國，慢慢的往台灣、東南亞、大陸轉移，其一大原因為市場競爭下成本的壓力驅使，而台灣的封裝測試產能目前位居全球第一，更在全球半導體供應鏈上不可缺乏的一環。
台灣半導體產業猶如國家的產業象徵，過去30年來順應電腦、消費性電子產品市場崛起，整體產業快速發展，2017年台灣半導體產業鏈的產值分佈，晶圓代工佔49％、IC設計業佔25.1％、IC封測佔19.4％、記憶體業佔6.5％，總產值高達810億美元，佔全球比重約2成，僅次於美國、韓國，全球排名第三。而近年來中國大陸快速興起，加上國家經濟發展策略計畫之下，從製造模仿到產業創新，從世界工廠演變到全球最大的消費中心，創新活動發展快速，台灣產業面臨新對手的崛起並感受到強烈的競爭壓力，台灣緊鄰著這塊大市場，競爭策略、創新定位與經營戰略的擬定刻不容緩，成為各企業的當務之急。
本研究的目的在研究封裝測試產業的經營軌跡，並對P公司歷年來的發展與決策，由資料與分析，加上外在產業現況，提出公司的競爭策略的建議。

Abstract
This paper is based on the relevant literature of competitive strategy, innovation positioning, business strategy and referred to industrial evolution and latest industrial situation to constitute a competitive strategy of packaging and testing industry. Since the year 2000, in just a few decades, the global economy began to undergo a major transformation. The semiconductor industry has shifted from the United States and Japan to Taiwan, Southeast Asia, and Mainland China. The one of reason is due to the pressure of cost under market competition. The OSAT capacity of TW ranks No.1 in the world and has an important position of the global semiconductor supply chain.
The semiconductor industry in Taiwan is just like the economic symbol of the country. In the past 30 years, with the growing of computer and consumer electronics devices, the overall industry has grown vigorously. In 2017, the industry value of Taiwan’s semiconductor industry chain, foundry accounted for 49%, IC design industry with the share of 25.1% and IC package and testing with the share of 19.4%、and 6.5% share from memory industry. Total output value arrived to 81 billion US dollars, which accounts for about 20% of the global share and ranked No.3 in the world. In recent years, with the rapid rise of Mainland China, China change from the factory of world to the largest consumer market in the world. The Taiwan industries are facing the rise of new rivals and get a strong competitive pressure. Taiwan is close to this large market. The innovation positioning and competitive strategies are certainly needed and become an important task for all companies.
The purpose of this paper is to study the management achievement of the packaging and testing industry. Per P Company's development and decision making over the years and the status of external industries, put forward proposals for the company's competitive strategy.
