這本論文從行動劇碼研究傳統出發來探討香港過去30多年政治行動的變遷經驗，藉此探問兩個Charles Tilly鉅視解釋觀點無法回答的問題。
首先，為什麼香港社會的政治行動在1980年代維持到2000年代初期，得以穩定地維持二十多年，即便中間經歷過快速去工業化與金融化，且政權轉移、國家控制方式及強度等結構變遷？然而，其次，到了2010年代前後，在去工業化與政體轉型後十來年，香港的政治劇碼的創新才開始出現，且在非常短的時間內，政治行動的創新不斷且延續成為劇碼的組成部份，為什麼？
這兩個問題關注的分別是政治行動的延遲變動與短期內的快速變遷，但Tilly的觀點缺乏對時間性跟行動者理念變動的討論。因此，我引介William Sewell Jr.對於事件與行動者理念等的討論，並指出，劇碼的變遷是基於不同行動者——特別是先行與晚發的行動者——在事件內與事件之間的互動與競爭才得以促成，否則會緩慢地變動，甚至幾乎不變。
在免於戰爭的情況下就結束殖民地統治，是香港殖民地社會的獨特轉型經驗。在這樣的情況下，1980年代開始協調與高度法律化的轉型過程不但促成香港法律威權政體的確立，同時催生香港政治運動的原型——高度守法主義的政治劇碼。法律威權主義和守法主義的行動者雖在90年代一度有合作並推動改革，但這個良性互動在90年代末以後並不多見，隨著中國對香港在政治與經濟上的集權化統治變得愈發困難。在這個背景下，運動圈內部的互動交流帶來新穎的抗爭理念，理念的擴散促成新興的行動模式的萌芽。在體制矛盾未解的情況下，新興行動與先行的政治運動之間的競爭性進一步強化，也因而促成了劇碼的快速演化。我分別以直接行動與反中突襲抗爭來描繪這個行動變遷的過程，如何從溫和地、與統治者協調的行動，走向與北京對抗、甚至帶有暴力的衝突行動。

This thesis, building upon Charles Tilly’s theory of repertoire of collective action, traces and discusses the origins and the transformation of Hong Kong’s political actions in the past three decades. It aims to respond to the two puzzles that Tilly’s macro-historical approach fails to address. First, why did Hong Kong’s political repertoires remain stable despite the rapidly sociopolitical change from the 1980s to the early 2000s, such as the deindustrialization, financialization and regime change? Second, why did new political repertoires emerge around the 2010s, a decade after the aforementioned structural change, and why did it change so rapidly since then?
By introducing William Sewell Jr.’s eventful sociology, this thesis points out that Tilly’s theory is short of analyzing temporality and actors’ subjectivity. This thesis argues that the concepts of competition and imitation between early risers and latecomers help explain the changes in the repertoire in Hong Kong.
This thesis also identifies that the end of Britain colonial rule in Hong Kong without a war in the 1990s is a unique decolonization process across the world, which is relevant to tHong Kong’s trajectory of political repertoire. Most institutions that Britain left could, thus, remain stable during the 1997 handover. In particular, I argue that legal institutions played a critical role, which led to Hong Kong’s legal authoritarianism and gave birth to the prototype of political movement in Hong Kong—legalism for politics.
Although the British colonial regime had collaborated with the political political actors to advance a political reform before the 1997 handover, this legalistic reform agenda gradually disappeared when Beijing began a direct rule approach by redefining the meanings of laws and constitutions. This dynamic unmasked the coercive character of the legal regime under its legalistic rhetoric, and incited a new wave of confrontational protest. On the one hand, given Beijing’s tightening control, the interaction between different activists’ communities has brought in new ideas for actions and helped innovate political action. On the other hand, the competition between early risers and newborn activists has grown, leading to the rapid evolution of repertoire.
I propose three concepts—legalism for politics, direct action against developmentalism, and ambush China—to conceptualize this historical process. I illustrate how Hong Kong’s political repertoire was initially moderate and lobbyist-oriented and then became confrontational and even violent toward Beijing.
