摘要
世界正在努力通過創新技術和社會科學研究,使城市更加智能化,解決人口和城市化的複雜問題。有400多個城市擁抱世界智慧城市的想法,地方政府為項目做出了重要的預算。大投資並不能保證智能城市的成功, 這是一個長期的平衡計劃,要求所有利益相關者積極參與。 然而,聰明的城市除了公權力支持以外也可以是服務提供者和公民的概念。智能城市項目的可持續和戰略性運營模式是支持城市不斷改進,不失失方向和失去動力的基礎。本論文旨在找到台北市的智慧城市營運模式,將成功案例複製到台灣其他城市,最終創造出新的商機

Abstract
The world is trying to make the cities smarter with innovative technology and social science study to solve the complex problems in population and urbanization. There are over 400 cities embrace the idea of a smart city in the world and the local government makes the significant budget for the project. Big investment doesn’t guarantee the success of the smart city. It’s a long-term unbanning plan requires all stakeholders actively involved.
However smart city could be an ambiguous concept not only for authority but also for service provider and citizen. Sustainable and strategic operating models for a smart city project is the essential to support the city do the continuous improvement without missing the direction and losing the motivation. This thesis aims at finding the operating model for Taipei city and replicates the success story to other cities in Taiwan then finally creates a new business opportunity to export the solution to the worldwide.
