This study explored the innovative anesthesia program "optimal muscle tension assisted surgery procedure" of the medical center in Taipei but the promotion is ineffective. So the use of qualitative research methods interviews with observation and questionnaire to survey a total of 35 anesthesia nurses to explore its causes. Based on the analysis results, the PDCA quality management cycle is planned, did, checked and acted to ensure the achievement of the target. The reason why the promotion is ineffective is that anesthesia doctors are opposed to OMT and anesthesia nurses don’t cooperate. Anesthesia self-paid service was promoted successfully by changing the indication and creating anesthesia nurses teamwork.
